We view thousand-year-old pictographs through modern eyes, struggling to understand meanings in the way the artist painted the rocks. When we saw this pictograph, it was part of a panel that included the red wheel, black symbol (like a Germanic iron cross), white Bighorn Sheep, and a yellow human figure (not shown here). What does it mean? Give me a time machine and a translator and maybe I can get a clue.
